We have this Finnish interner censoring going on here so it's not easy to take an answer at your question but i try again;
The bulbs are old and i think they are stolen streetlights so they make this strobo-effect. It's still illegal to grow Cannabisplants to to use of entertainment or medicine in finland and i have visited many plantations that are kept for a illegal use.
these clips are kind of educational videos to people so they can understand that the Cannabis law in Finland does'nt work at all - illegal plantations make a big risk of a apartmentfire or a risk of wateraccident.

Take picture search for " www.google.fi UCB HAMPPU and you can find more nice pictures and videoclips of this situation overhere in the middle of Finlandization that i am going to chance for a better direction. Cannabis is a usefull plant anyway.
Take a video search for a 'suuri kannabistakavarikko on protesti lainsäädäntöä vastaan' and if you have not google-chinatype syndroma in there it's going to be a good material for a person who is interested things in Finland. |
